美國對2000億中國商品征稅清單中紡織服裝產(chǎn)品排除概況
來源：中國紡織品進(jìn)出口商會 2018/9/20 9:58:37 編輯：KK2018年9月17日(美國時間)，美國總統(tǒng)特朗普宣布對來自中國的2000億美元商品征收關(guān)稅(“2000億清單”)。該清單生效日為2018年9月24日，截止2018年年底稅率10%。自2019年1月1日稅率調(diào)整為25%。設(shè)置約3個月期間，其目的是為讓美國進(jìn)口商可以進(jìn)行有關(guān)供應(yīng)鏈調(diào)整。
針對2000億清單，征稅產(chǎn)品從6031項(xiàng)減少為5745項(xiàng)，減少297項(xiàng)。其中包括：智能手表和藍(lán)牙設(shè)備等消費(fèi)電子類產(chǎn)品；制造、紡織和農(nóng)業(yè)所用的化學(xué)品；自行車頭盔、游戲圍欄和兒童用高腳椅等安全產(chǎn)品。
其中排除紡織服裝產(chǎn)品26項(xiàng)，包括我會9月23日在聽證會上代表行業(yè)發(fā)言中，申請排除的PVC醫(yī)用手套(海關(guān)編碼39262010)。在聽證會之前，我會領(lǐng)導(dǎo)分別率團(tuán)赴全國6省調(diào)研，積極與地方商務(wù)主管部門和企業(yè)交流，聽取企業(yè)意見，期間在河北省召開的對美企出口業(yè)座談會上，企業(yè)表示PVC醫(yī)用手套全球90%的產(chǎn)能在中國，美國此種手套100%依賴進(jìn)口。我會立即收集對美出口PVC手套企業(yè)的意見，在聽證會上為PVC手套的排除據(jù)理力爭。我會王宇副會長在聽證會上發(fā)言表示：美方對PVC手套加征關(guān)稅必將導(dǎo)致成本上升，質(zhì)量下降，同時交期延長，美國國內(nèi)供不應(yīng)求，且該類手套多用于醫(yī)療機(jī)構(gòu)，一旦征稅將增加美國國內(nèi)病患的就醫(yī)成本現(xiàn)狀，符合產(chǎn)品排除的不可替代性、對國內(nèi)消費(fèi)者的負(fù)面影響等要求。另一方面，企業(yè)也積極聯(lián)系律師、進(jìn)口商，且聯(lián)合中小客戶聯(lián)名表達(dá)了意見?？梢哉f，取得PVC醫(yī)用手套的成功排除超過所有人的預(yù)料，是企業(yè)、行業(yè)共同配合、一致努力的好成果！
除此之外，在此次紡織服裝被排除產(chǎn)品中還包括平紋機(jī)織物、斜紋機(jī)織物、植物紡織纖維紗線、高強(qiáng)力紗、聚酯變形長絲、粘膠短纖、聚酯短纖、化纖制不割絨的緯起絨織物、化纖制割絨的燈芯絨、化纖制繩絨織物、針織或鉤編的起絨織物、經(jīng)編針織物、發(fā)網(wǎng)、安全帽、玻璃纖維、粗紗機(jī)織物等相關(guān)產(chǎn)品。
我會整理26項(xiàng)被排除紡織服裝產(chǎn)品如下：

根據(jù)慣例，預(yù)計(jì)美國貿(mào)易代表辦公室近期將會發(fā)布針對2000億清單的產(chǎn)品排除程序。我們建議相關(guān)企業(yè)積極利用這一程序爭取產(chǎn)品排除。
申請排除的程序目前可參考9月18日美國貿(mào)易代表辦公室發(fā)布160億清單相關(guān)產(chǎn)品的排除程序(https://www.regulations.gov/docket?D=USTR-2018-0032)，待美國公布針對2000億清單產(chǎn)品排除程序后，我會再進(jìn)行詳細(xì)跟蹤說明。
